The open jury for the Sichuan School International Conceptual Design Competition was successfully held in The Bartlett School of Architecture UCL on 18th April 2009. 

The Sichuan School International Conceptual Design Competition to design schools for the areas damaged by the earthquake in 2008, is co-organised by WE(WestEast) Design, UCL (Bartlett) and Sichuan Provincial Institute of Architectural Design.

Tie Fan, Associate Partner of Foster+Partner, also one of the founders of NGO - WE(West East) Design, explained “The purpose of competition is to collect ideas and designs to support the after earthquake recovery work in Sichuan, and to provoke discussion of ideas and direction regarding design intervention in contemporary school development. The winning schemes are from across the world and the first prize for the Architecture category is from China. The standard of entry was high and both the winners and commendations were very deserving. The winning entries not just provide practical solutions, but also take into account the need of students and demonstrate the potential of creative and contemporary design intervention in schools. The competition has definitely raised public’s awareness of Sichuan’s situation and has provided for design professionals the key issues in school design to debate in the future. The result of the competition will be passed to the local authorities in Sichuan. Hopefully the competition will encourage the local authorities to create forward thinking solutions to rebuilding after the earthquake which perhaps will inspire the world in return.”

The entire process of the jury, chaired by Professor CJ Lim, was open to the public. The other jury members were Arjun Kaicker (Partner, Foster + Partners), Ching Lau (Senior Engineer, ARUP), Yan Ma (School Expert, recommended by the Chinese Embassy Education Section), Gerrard O’Carroll (The Royal College of Art), Nicholas Rhodes (Central SaintMartins), and Dr. Hongxing Zhang (Senior Curator, V&A). the open jury ensured a very fair process and provided a unique opportunity for the public and the students at audience to participate. The process was highly praised by the jurors.

Nearly 200 guests from the creative industry and media attended the awards announcement evening including Jia Yang, representative from Sichuan Provincial Institute of Architectural Design; Robin Cross, representative of Jack Pringle, chairman of Development Disaster Relief and Hanwen Liao, representative from China-UK Environment and Resources Association attended the event. Philip Dogg, Chinese expert, BBC senior editor, EX-director of ICA, and Zelin Li, Chairman of Chinese Student and Scholars Association in UK gave speech on the event, addressing the improvement of the culture exchange between China and UK, and the importance of the involvement of the organizations and events such as this.

The Jury Process
All submitted works were issued to the jury before 18th April.
Each juror selected about 20 schemes and presented a summary in the morning of the open jury. All the selected schemes by each jury were presented.
Jury discussed and voted for all selected schemes.
Final selection and order were decided according to the number of votes for each scheme.
Jury discussed and voted for the final decision for the prize set up to reflect the quality of the submission. The total value of the awards was kept unchanged.
The whole process was open to public.

赈灾四川学校概念设计国际竞赛的公开评审于2009年4月18日在巴特列建筑学院( 伦敦大学学院 )成功举行。

赈灾四川学校概念设计国际竞赛是为了2008年地震灾后学校重建而进行的国际世界设计竞赛,由东西设计联盟( WE(WestEast) Design )主办,伦敦大学学院(巴特列学院)和四川省建筑设计院联合协办。

英国福斯特建筑事务所助理合伙人( Associate Partner of Foster+Partner )及非盈利组织东西设计联盟( WE(West East) Design )创建人之一, 范铁先生介绍时说,”本次竞赛目的是为了支援四川灾后学校重建,并启发未来学校设计理念和方向的研究和思考。本次竞赛的获奖者来自世界各地,其中建筑类一等奖的获得者来自中国。参赛的作品水平都很高,获奖作品实属实至名归。入围作品不仅提供了实际的解决方案,还根据学生需求展示了现代学校设计理念的创意潜力。 本次活动提高了公众对四川省灾情和重建情况的了解,还为设计专业人士提出了未来学校设计的挑战和问题。我们会将这些来自世界各地的竞赛作品转交给四川当地政府,希望会帮助四川当地政府在重建中建造出具有前瞻性的项目 ,也许这些具有前瞻性的项目会令人刮目, 反之鼓舞世界 。”

由英国著名建筑师CJ Lim教授担任主席的整个评审过程是公开透明的。评委包括 Arjun Kaicker(英国福斯特建筑事务所合伙人), Ching Lau (英国ARUP设计集团高级工程师), Yan Ma (由中国大使馆教育司推荐的学校教育专家), Gerrard O’Carroll (皇家艺术学院), Nicholas Rhodes (中央圣马丁艺术与设计学院), Hongxing Zhang 博士( 英国维多利亚与阿尔伯特博物馆 高级策展人 ) 。公开的评审过程保证了评审的公平性,并为现场的公众和学生提供了绝佳的参与和学习机会。评委对整个评审过程给予了高度评价。

The aim of the Sichuan School Conceptual Design Competition to help rebuilding a high school damaged in Sichuan Earthquake and to provoke discussion of ideas and direction regarding design intervention in contemporary school development. The competition is co-organised by WE(WestEast) Design, the Bartlett School of Architecture UCL and Sichuan Provincial Institute of Architectural Design. We has received more than 400 registered participants including young and experienced architect, product designers, fashion designers, artists and students from over 35 countries.

The jury event will be held in the Bartlett School of Architecture on 18th April, providing a unique experience for the public, design professionals and students with the exhibition of the submitted works, the opportunities to see the judging process and to share the debate from the jury.

Delivery to Sichuan

Sichuan Earthquake

On 12th of May 2008, one of the fiercest earthquakes in history attacked Sichuan. It was also known as the ”Wenchuan earthquake” after the earthquake’s epicenter in Wenchuan County, Sichuan province, which measured at 8.0 Ms and 8.3 Mw according to Chinese Earthquake Administration. The epicenter was 80km west-northwest of Chengdu, the capital of Sichuan. The earthquake was also felt in nearby countries and far away cities such as both Beijing and Shanghai which are located 1500km and 1700km away; where office buildings swayed with the tremor.

Official figures (as of July 21, 2008 ) state that 69,227 are confirmed dead, including 68,636 in Sichuan province, and 374,176 injured, with 18,222 listed as missing. It was the deadliest earthquake to hit China since the 1976 Tangshan earthquake, which killed at least 240,000 people. Approximately 15 million people lived in the affected area. The earthquake left about 4.8 million people homeless, though the number could possibly reach up to 11million. The central government estimates that over 7,000 schoolrooms collapsed by the earthquake.

Stage 1: Delivery to Sichuan - Conceptual Design for Natural Disaster 2008

During the first few weeks after the earthquake happened, the rescue and support facilities were found very difficult to be delivered to the site due to the destruction of the infrastructure caused by the disaster. Roads and bridges were destroyed by the earthquake or blocked by land slip. Even the rescue workers and solders who managed to reach the people often found shortage of temporary shelter, drinking water, electricity power and medicine before the infrastructure was restored.

In response to the earthquake, there was an urgent need felt by all of us to explore the solutions for future disaster prevention, emergency rescue and post-disaster recovery. The designers of WE Design also strongly felt to contribute to the recovery of the area and healing of life affected by the Sichuan earthquake. In this exhibition, 5 design teams were invited to come up with a conceptual design to address some or all of the following issues: Fast delivery to natural disaster spot; easy construction; effective shelter; addressing short-mid term needs in emergency; exploring new material and innovation; memorial for the lost life; evoking hope for the people who survive.

“Delivery to Sichuan - Conceptual design for Natural Disaster Spot” exhibition was held in Alan Baxter Gallery in September 2008 as part of the program for the London Design Festival 2008. Over 300 professional attended the viewing event on 4th September. The exhibited design were broadcast and published by major media like CCTV, BBC, Xingtao Daily and professional design media from UK, Netherland, Italy and China.

The exhibition is the first stage of the project “Delivery to Sichuan”, organized by WE(WestEast) Design.

WE(WestEast) Design, in collaboration with The Bartlett School of Architect UCL and Sichuan Provincial Institute of Architectural Design, organized the Sichuan School Conceptual Design Competition.

In this competition, the project in question is a famous high school in Chengdu. The school was founded in 1905, within the so called Self-Strengthening Movement in China (The idea is to keep the spirit of Chinese culture while utilising the technology from western country). With a history of over 100 years, the campus has acquired a unique character which the client would like to continue in the new campus. The school is a national level demonstration school, and Modern Technology Experimental School under the direction of Sichuan provincial government and the Education Bureau in Beijing. Unfortunately, the earthquake destroyed the main building and the old campus was damaged. Based on the government’s development plan, the school is to be moved to the new development district and rebuilt to be a high-school campus with capacity of having 84 classes. The high-school is aimed to be set up as a new benchmark for the schools in Sichuan.

The objectives of the Sichuan School International Conceptual Design Competition are to create opportunity for initiating design ideas to support the after earthquake recovery development for the schools in Sichuan; to encourage critical review of historic development and present state of school design; and to provoke discussion of ideas and direction regarding design intervention in contemporary school development.

We view the school environment as a whole so prizes are set up for Architecture, School Furniture Design and School Fashion (Uniform) Design. The competition is open for designers and students with background of architecture, masterplan, interior, product design, fashion design and artist.

We ask participants to critically review one (or more) of the questions below and present your views in the submission.

About WE(WestEast) Design

WE(WestEast) Design, a nonprofit organisation, is a multi-cultural, cross-disciplinary platform to serve the needs of designers who are interested in the contemporary design in China. WE Design aims to build a footstone enabling design professionals to network and enhance their knowledge sharing and to support the development of the creative industry in China.

All the submitted work will be shown online within 7 days after the deadline. The winning works will be exhibited and published in London and China.
